Cliffnotes: LAPD Probie reports another LAPD officers misconduct, gets shitcanned for it, and goes ape. He is currently on a killing rampage for all that have wronged him. He wrote a multi-page manifesto explaining it all. Unfortunately he voted for That-Guy.
