Started to strap the tank on tonight and looked inside. Lots of rust. I need one with a clean inside

If it's just some surface rust I used muriatic acid to clean mine out. You can get it at Lowes, I used about 1/3 a gallon at a time and just swished it around in the trouble spots for a few minutes each round. Make sure to do outdoors.

It is surface rust but seemed like a lot of it.

Mine was a sumped tank and had a good bit. A radiator shop that used to clean tanks told me to try it. I'm running a good aftermarket filter btw.

Shouldn't be an issue. You've got a pre pump sock filter and then a post pump filter inline. Unless you see big flakes floating around, I'd run it. But if you need a tank, I have one for 25 bucks at the shop. I'll be there all day on Saturday.

That is what I would rather do and then sometime in the future buy a nice tank for it. This is most likely what I will do.
