Yes, yes it is.

I know the steam rollers don't hurt but that thing makes B-I-G power. I've not used the stuff myself but have heard very good things about it. I believe the preferred method of use is to pour it in front of the tires, do a burnout through it, back up in the tracks and then let 'er eat.

I have used tire softners on round track cars a lot. I had the best luck by putting it inside the tire with a saringe. Just an idea.
