95 maf question

Checked voltage on the stang from all wires and they read 12. When I started the car and checked the signal wire it read over 12 and when I measured it when applying throttle this would jump around between 12 and 13. I was under the impression the signal be around 1 and go evenly up. Bad maf??? Does anyone have one that I could borrow to test on my car?
