it depends on the material that you are machining and the type of cutter you use and what its made of,also cutting speed and rpms plays a role as well,those factors decide whether or not to use coolant.

That is wild stuff to be sure! It looks like the program was driven by some sort of solid modeling type program. Sure have come a long way with CNC programming, and the tooling used to cut various materials.
