i just got a new motor put in my car new rods ,rings beaings car will not start it got gas and spark i did a compression check on cylinders and it was low like 60 do the rings half to seat ? i never ran this motor

Start over...bring up #1 and make sure the distributor is in correctly and you have the firing order correct and start there. Even if you screwed up the ring job it should still start.

Get the motor from someone reputable? Any history on the motor? As long as everything inside is good then its just a simple need of air/fuel/spark. Check all 3 of those. Are your valves properly adjusted? distributor put in correctly, fuel pump working? Know how to check for these?
I'm trying to help but i need a bit more to work with.
car, year, engine, stock, modified...etc.
