My newer laptob is about 12k, roadrunner says my turbo i just upgraded to is up to 15.

the laptop my wife is using at speedtest.net said it was only about 4k

i'm trying to see if thats all it can do, or if maybe i'm bogged down with some stuff on it

how do i figure out potential speed

802.11b is 11Mbs, that's the slowest WiFi standard used. Next up is 802.11g which scales up to 54Mbs. There are always issues of overhead and signal strength causing speed issues, but those are the standards.

If you're doing an online speed text, there are TONS of factors. If you've got other things running, or how heavy the usage is between you and that specific server. Those speed test sites are interesting, but by no means a measure of how reliable your connection is.

speedtest to the local server, no torrents running in the background.

Then also try the Chicago server, it gives a higher burst.

He is mine to Cincy, I've not upgraded to the turbo either, it is normally about 11 Mb/s

my hardwired desktop is at 8mb at speedtest, my laptop is 11, my wifes is 4

and that is with the turbo

reg roadrunner is only supposed to be 7, how are you getting 16

Without power boost kicking in, I run right at 7, the 11 is normal with boost, the 16 even wowed me.

My only reason I'd ever go turbo is if the would increase the upload speed, but they don't. You are still capped at .5 upload. That limits my sharing of torrents. Trying to maintain a 1.11:1 ratio is not easy. With mom gone last week I would run open pipe while I wasn't surfing.
