Now the rebuild starts, i had my block sent to d&d down the street from cincy speed,Im having it bored 0.020 over, putting a 5.0 stroker kit, sct tuner and 2004 cobra heads hoping to pull out 400+ hp?

It's gonna take big cams, more compression, and a fair amount of RPM but it can be done.
It's been done with stock cams. :D

Talk to Ken at Modular Depot. He has tuned more than a couple 400+ hp N/A 4V's.
Gene, the one in the pic only made 390 to the wheels:cool2:. Course that was with stock heads, cams and intake.

Didn't it make over 400 with the FR intake?

With the right cams and some intake work it's easy to get over 400rwhp from a streetable compression stroker. Make sure you get pistons that allow you to run some mild duration cams with a lot of advance.
