i was wondering what the best way to test the fuel pressure regulator. its a 90 2.3 if that helps.

you can get a pressure tester at autozone tool rental. You can also just stick something in the schrader valve on the fuel rail. If a bunch of fuel sprays out then it is probably ok.

well i got a tester. with the key on theres nothing...then when it starts and runs it creeps up to around 30-35. im getting horrible fuel mileage with the 4 cyl

If you hook up the tester then turn the key on, you fuel pump is supposed to cycle. If you don't get any pressure then there is a problem. Horrible fuel milage could be a number of things. Your fuel pressure regulator could have failed and it is pouring raw fuel thru the motor. Your O2 sensor could be bad also causing a rich situation. Are your spark plugs really really black?
