need some opinions on how to approach. Will I need a whole new quarter and fender, or can I make a patch panel, or can I just bang it out?

With the rust on the qtr, I'd put a patch panel in there. The fender looks like a tough one. I don't know how that would work out.

I will probably replace the fender, takes 15 minutes to get off and I can get one for less than 50 bucks.
