ok so my 91 T-bird has a e303 cam 1.6 roller rockers larger throttle body and maf (can rember the sizes off the top of my head) and a stock fuel pump I think. and stock injectors when Im parked it smells very rich but when i romp in it just sits there for a sec or 2 also i dont know if it was tuned after the new maf and cam could that be it

the fact that it doesnt go when it needs to could partly be the trans wich will be fixed as soon as i finsh getting everything togathere

Has it always done this or just recently after a change in parts? Are you throwing codes?

it was a projct car that was hafe way done no codes that i know of it made it here from statten island

Sounds like a good time for a dyno tune unless you have some other mods you plan on doing very soon? Get that a/f right and make sure yoru not overtaxing injectors or your fuel pump. Have you tried pulling the spout and just running 14 degrees timing to see if that takes care of the problem?

Make sure the meter is calibrated for your 19's. You can also swap to a stock meter to troubleshoot. What brand meter are you using?

Just for shits and giggle's on day i popped a maf calibrated for 24's on my coupe (still have stock 19's) and it ran REALLY rich at idle.I would also check your maf.
