A buddy of mine is looking at a 99 cobra that has a knock lower end.. he has a 4.6 out of a crown vic. can the crown vic short block be used in the cobra? is there anything that he would need to do to swap the crown vic for the cobra motor(short blocks?

He would end up with lower comression and a heavier car. The crown vic uses an iron block and the cobra has an aluminum block. The crank in the CV has 6 bolts of ra fly wheel but the corba has an 8 bolt fly wheel. The combustion chambers on a 4V head are larger and the dish in the pistons on the CV are larger than that in the cobra so he would loose a fair amount of compression. It would be way more hassle than fixing it right and it would be slow.

all u'd need to do is use a 2 valve flywheel off a gt 5spd and it'll fit

I think the point Cstreu was making is that a iron block 2v shortblock isn't the best option for replacing a cobra shortblock. It will work and get him by till he rebuilds the cobra shortblock. If he is willing to go that route that is what I would do.

The compression would be about 8.5 to 1 and you'd end up with a 80lb heavier motor that has a cast crank and a lot less power than a 99 Cobra should have.
