On any typical 302 starter there is the main 12V power wire, the solenoid wire and then a wire going from the solenoid to the starter body itself. Then they key is switched on the solenoid wires both energize with 11.16V but the starter does nothing. My question is do those wires need more then 11v to activate the starter solenoid or does it sound like its just locked up? We banged on the solenoid to see if it would free itself and also put a jumper switch in from the 12V terminal on the starter to the solenoid wire and nothing is turning it on. I think the starter is bad but want to ask for more info.

Could be a voltage drop through a bad cable. You might look at the cable or make sure you have 12volts at the battery then see what you have at the starter.

I checked the wire at the starter and it has 12.20V at it constant.

Sounds like its bad. Is it a mini starter from 92ish or newer? Or is it the old style that relied on the solinoid on the fender support? If so,I have an old one you can use to see if its the starter.

there is a solenoid on the fender. the starter itself has a 12V from the bat, a small 16ga wire from the ignition start and a wire that goes from the starter solenoid to the body of the starter. and its a 2 bolt if that helps. We have a local hook up thats letting us try one out. But thanks for the offer Kev.
