A buddy of mine is going carbed on his 89 GT. What needs to be done as far as the fuel line and FI pump? Will this still work? What do you do with the return line?

I think you could use a cartech tank pickup. Then use a Low pressure fuel pump with a matched regulator with the proper sized lines.
The pump and line sizes depend on your power level.
Here is a great link about fuel systems http://www.centuryperformance.com/fuel.asp

Just yank the wires off of the in-tank, hook up a Holley blue inline, pull it through the stock pump, and be done. stick a plug in the return line and leave it in case someone wants to go back to efi at some point.
Ask your buddy if he wants to trade my Holley Vac Secondary carb for his computer and harness.

I've seen guys take the pump out of the tank, and use a section of hose with a sack filter hose clamped to the end in place of the pump and run it like that. It's pretty ghetto but it works. I agree to plug the return line...you never know if you'll wanna go back to EFI one day.
